The 69th CCOP Steering Committee (SC) Meeting was held at The Bellevue Resort, Panglao Island, Bohol, Philippines on 20-21 October 2017. The Meeting was attended by delegates of the following Member Countries (MC): CAMBODIA, CHINA, INDONESIA, JAPAN, REPUBLIC OF KOREA, LAO PDR, MALAYSIA, MYANMAR, THAILAND, PAPUA NEW GUINEA, PHILIPPINES and VIETNAM. Also present were Dato’ Yunus Abdul Razak, Honorary Adviser, representing the Chair of the CCOP Advisory Group (AG), and the Director and staff of the CCOP Technical Secretariat (CCOPTS).
Welcoming remarks were delivered by Atty. Wilfredo G. Moncano, the Permanent Representative of the Philippines to CCOP, and Acting Director, Mines & Geosciences Bureau (MGB), Department of Environment and Natural Resources (DENR), Philippines,and Hon. Edgar Chatto, Governor of the Province of Bohol. Mr. Shahar Effendi bin Abdullah Azizi, Vice-Chairperson of the CCOP Steering Committee, Permanent Representative of Malaysia to CCOP and Director-General of Malaysia’s Minerals and Geoscience Department,officially opened the 69th CCOP Steering Committee Meeting.
Mr. Lim Vatha of Cambodia andDr. Yolanda Aguilar of Philippines were elected as Rapporteurs.
Mr. Simplicio Caluyong, Project Coordinator, presented an update on the CCOP-KIGAM Unconventional Oil and Gas Resources Project (UC) at the Meeting.
The CCOPTS Director tabled the CCOP Progress Report covering the period 1 January 2017 to 30 June 2017. The report included the administration and personnel, finance, technical cooperation and project support, technical activities, fellowships and grants, publications and documentations.
Republic of Korea (ROK) Delegation recommended including in the CCOP Workplan 2018, the 9th International Conference on Asian Marine Geology (ICAMG-9) which will be convened during October-November 2018. The organizing committee of ICAMG-9 has a plan to open a session for CCOP Member Countries (MC).
Vietnam Delegationconveyed their agreement in hosting the BGR Training Course on Risk-Sensitive Spatial Planning in 2018. They also informed that Vietnam will host the GEOSEA-XV to be held on 16 to 17 October 2018, plus pre and post field trip. Vietnam requested CCOP to host one event in conjunction with GEOSEA-XV, and to assist Vietnam both in disseminating information and call for attendance, as well as co-organizing the program.
Thailand Delegationfurther informed the Meeting on their activities on Geopark, particularly the Dinosaur Festival in the end of December 2017 in Khon Kaen Province, Thailand. It includes many activities such as night museum, conferences, exhibition and excursion. Thailand also informed the Meeting that they will have workshops with CLMTV activities on Geotourism, and invitation will be sent to all CLMTV Members.
The Meeting endorsed the CCOP Workplan 2018 presented by the CCOP TS Director. Thailand Delegation informed the Meeting that the Department of Mineral Resources (DMR) and China Geological Survey (CGS) plan to jointly conduct the China-ASEAN Cross-border Geological Map Compilation. They will propose this new initiative at the 70th CCOP Steering Committee Meeting in Vientiane. The project funding support shall be from the core countries of CLMTV and from the invited multilateral cooperation partners. The Philippines reiterated their request to include in the CCOP 2018 Workplan a Project on Coal Assessment of Mindanao for clean coal technology power generation.
The Director presented the proposed CCOP budget for 2018 which the Meeting endorsed as recommended by the 18th SFC Meeting. Dato Yunus Abdul Razakpresented the findings and recommendations of the CCOP Advisory Group’s Meeting held at the 53rd CCOP Annual Session. With appreciation to the Advisory Group, the Meeting endorsed the recommendations and tasked the CCOPTS to carry out the recommendations.
The Lao PDR Delegation informed the Meeting that Laos is pleased to host the 70th CCOP Steering Committee Meeting. It will be held on 14-16 March 2018 in Vientiane, capital of Lao PDR.
The Republic of Korea Delegation informed the Meeting that they will host the 54th CCOP Annual Session and 71st CCOP Steering Committee Meeting in Busan, Republic of Korea on 28 October to 3 November 2018.
The CCOP Technical Secretariat reported on the status of the EAGER Award Project. The Meeting endorsed the proposal of the CCOPTS to pay the EAGER Grant amount of USD 5,000 to Mr. Johanes Hutabarat, 2010 EAGER Awardee and to other EAGER Awardees who have not received the Grant, as well. The Meeting further endorsed the cessation of the EAGER Project.
The CCOP Technical Secretariat proposed improvements on the Thematic Session as recommended by Dr. Reedman for the consideration of the Meeting. The Meeting endorsed the CCOPTS proposals that topic for a Thematic Session be more focused on an area of particular current interest to CCOP, and that all papers submitted from a particular Member Country be pre-edited by their own elected editor before submission to CCOPTS for a final pre-publication review.
The Meeting elected the Permanent Representative of Malaysia to CCOP, Mr. Shahar Effendi bin Abdullah Azizi and the Permanent Representative of the Philippines to CCOP, Atty. Wilfredo Moncano as CCOP Steering Committee Chairperson and Vice-Chairperson for year 2018-2019, respectively.
The Meeting endorsed the proposed timetable of the Election of the CCOP Technical Secretariat Director for 1 April 2019 - 31 March 2022.
The CCOP Technical Secretariat as well as the Member Countries updated on the progress of standardization of the Member Countries Annual Cash Contribution since the 68th CCOP Steering Committee Meeting.
The Meeting endorsed the nomination of Dr. Eikichi Tsukuda from Japan, as CCOP Honorary Adviser.
Republic of Korea Delegation proposed the invitation of the CCOP MCs to PyeongChang Olympic Winter Games which will be held on 9-25 February 2018 to share the low carbon CCUS (Carbon Capture, Utilization & Storage) technology.
